I believe there is a time and a place for war.
I believe that this was not the time, and Iraq was not the place.
Would the inspections have worked? We'll never know.
I hope that our troops suffer no casualties, and I hope that the Iraqi civilians will suffer no casualties.
I said it in '91, and I'll say it again: If you must have a war, make it short, swift, and efficient. Anything less, and you dishonor the men and women you've put in harm's way.
And that I will not forgive.
