If he goes to Paris, this may be a one-way trip; Israel has guaranteed his safe passage out, but they haven't said whether he'd be allowed to return.

[Edit: Just read on the BBC that Israeli officials have said that Arafat will be allowed to return to the West Bank if he goes abroad for medical treatment. the news, it changes so fast!]
